About Union Training Assistance Programme (UTAP)
The Union Training Assistance Programme (UTAP) is a training benefit designed for NTUC members and NTUC Starter members to reduce the cost of skills upgrading and re-skilling. It encourages members to enhance their employability by supporting courses that strengthen workplace competencies. NTUC Starter Membership supports youth aged 18 to 25 transitioning from school to work.
Benefits of UTAP
UTAP provides 50% unfunded course fee support (after applicable government subsidies) with the following annual caps:
- NTUC Members (below 40 years): Up to $250 per year.
- NTUC Members (40 years and above): Up to $500 per year for courses attended between 1 July 2020 and 31 December 2025.
- NTUC Starter Members: Up to $200 per year.

Who Can Apply?
All NTUC members and NTUC Starter members are eligible for UTAP or UTAP-Lite, provided they meet the following criteria:
- Commence the course or complete the assessment within the UTAP-approved period.
- Submit a certificate of completion or training attendance sheets showing at least 75% attendance and sit for all prescribed examinations, if any.
- Submit claims via the UTAP system within 6 months after course/assessment completion.
- Not claim full funding through company sponsorship or other funding sources.
- Maintain paid-up NTUC membership before course/assessment commencement, throughout the course duration, and at the point of claim.
How to Submit a UTAP Claim?
- Check for UTAP-supported courses: Visit www.ntuc.org.sg, navigate to “Programmes for members,” and select “Find a course” under UTAP.
- Register and attend training: Contact the training provider directly for course information and enrolment.
- Submit your claim: Log in using Singpass at www.ntuc.org.sg under “E-services” and submit your UTAP/UTAP-Lite claim within 6 months after course completion. Late claims will be rejected.

- Proof of payment (e.g., course invoice/receipt).
- Proof of completion (e.g., certificate/result slip).
- Max file size: 3MB per file (PDF, JPEG, JPG, PNG).
